About the project
Relevance
The analysis of the current situation in the branches of agro-industrial complex of the RK allowed to determine the main factors restraining the development of investment and innovation processes in them, they are as follows:
- price disparity for agricultural and industrial products;
- the action of monopoly structures and criminalization of agrarian markets that infringe on the interests of agricultural producers;
- low qualification of workers, managers and specialists and their shortage, low quality of NTP management, lack of interaction between the state and private business, science and education;
- weak marketing work;
- low level of financing of both science and measures on mastering scientific and technical achievements in production;
- lack of effective mechanisms to stimulate the development of innovation process in agro-industrial complex, etc.
Modern agro-food systems of developed countries have reached a fundamentally new stage of innovative development based on digital technologies, robotics, biotechnology, which have ensured the achievement of high efficiency of agriculture, environmental conservation, environmental safety in the production of agricultural products and food.
The digitalization of the economy was carried out by modifying the structures and management systems, using a large amount of data and the development of information systems, allowing to monitor the sequence, speed, quality of the operation, costing and budgeting the costs of low-level operations. Consequently, our country faces the most important strategic task of transferring the agro-industrial complex to the path of sustainable development on a new technological basis using the experience of developed countries in the conditions of expanding economic ties with other countries, which determines the relevance of the research topic.
Purpose
The aim of the project is to develop a new effective system of macroeconomic instruments of state regulation of innovative development of entrepreneurship in the branches of agro-industrial complex of the RK, stimulating the effective use of resource potential in them, ensuring the optimization of the sectoral structure of agro-industrial complex.
Expected and achieved results
The system of macroeconomic instruments of state regulation is designed to create economic and legal conditions for the functioning of market actors on an innovative basis in all sectors of the agro-industrial complex of the RK, to optimize the structure of the industries that make up its structure, ensuring the effective use of resource potential and maximum satisfaction of market demand for agricultural raw materials and food, expansion of export potential.
New methodological approaches in the management of innovation processes have been substantiated, which cover the assessment of:
- scientific, personnel, innovation potential in the context of industries;
- the market of innovative products in order to identify the prospects of their development in the real sector of the economy;
- measures of state support of innovative development of branches and sub-branches of the agro-industrial complex with justification of their improvement;
- development of new organizational, economic and financial mechanisms for the implementation of projects and programs of innovation activity;
- mechanisms for training and retraining of highly qualified specialists.
The following principles of innovation activity realization should be observed:
- structurality, assuming interaction and development of all structural elements in a single system with interrelated and interdependent subsystems and subjects (science, education, business, and public administration);
- plannedness, which implies the implementation of innovation activities on the basis of developed programs and coordination of research work and in a single legislative, regulatory and methodological space;
- specialization, which means determining promising directions for the development of the market of innovative products, taking into account natural and climatic conditions;
- adaptability, which implies an adequate response to various challenges and threats of the external and internal environment.
The state plays a determining role in the implementation of innovation and investment policy. In the processes of regulation of innovation and investment activity it assumes such important functions as:
- regulation of the volume of investments in the development of agriculture;
- stimulation of investments in specific priority areas of the economy using price, credit and other instruments of regulation.
State support of the agro-industrial complex is one of the most significant factors in ensuring the effectiveness of innovation and investment activity due to the specifics of the industry and changes in economic conditions in connection with the country's accession to the WTO. When forming the strategy of innovation and investment development it is necessary to take into account the provisions contributing to its realization:
- Orientation of the strategic goal of development on mobilization of investment resources for implementation of innovation programs;
- orientation on the overall efficiency of innovation and investment activity;
- adherence to the concept of the state innovation policy;
- formation of a legal and regulatory framework for the development of innovation activity and protection of the interests of subjects of innovation and investment activity;
- determination of priorities of innovative development and priority directions of investment;
- stimulating the transfer of the economy of economic entities to the innovative way of development.
The following key factors influencing the innovation and investment process should be taken into account when forming the strategy and policy of industrial-innovative development:
- Globalization of economic development on a world scale;
- state regulation of innovation and investment activities;
- international intra-corporate interaction in the processes of investment and innovation implementation.
The key task of the country's industrial policy, which consists in the development of high-tech and export-oriented industries, determines that it is machine building that has the necessary potential and resources to solve this task.
Therefore, the development of agricultural machine-building should become one of the priority sub-branches of the country's machine-building complex.
The development and modernization of agricultural machine building should be determined by trends and directions in the development of agricultural production, as well as, to a large extent, by the technologies underlying innovative development. Therefore, the currently used concepts and production solutions in agricultural engineering in Kazakhstan should be clarified taking into account future transformations in the agricultural sector of the economy and synchronized. The development of information technologies makes these changes much faster in comparison with the processes that took place in the past.
The necessity of cardinal changes in the system of state regulation, its main instruments: tax system, monetary policy, insurance and subsidies, serving as a basis for the development of a new effective system of macroeconomic instruments of state regulation, ensuring large-scale modernization of the agro-industrial complex of the RK, has been determined.
At the first stage it is necessary to form a macroeconomic environment favorable for the development of entrepreneurship in the branches of agro-industrial complex with the simultaneous formation of the appropriate legal framework. In the implementation of innovation and investment policy, the state performs the following functions: regulation of the volume of investment in the development of agro-industrial complex industries on the basis of adopted programs, stimulation of investment in specific priority areas of the economy using price, credit and other regulatory instruments.
The total expenditures should be increased to the required level in order to involve unused land into the turnover, to achieve full employment of labor resources, to renew and further strengthen the material and technical base, providing the transfer of production to innovative technology. The fundamental recommendations of M. Keynes included the growth of deficit financing to overcome economic recession. But the country's opportunities are limited by the conditions in the WTO, which hinder both the development of non-resource sectors of the economy and the implementation of large-scale modernization of the agro-industrial complex on a new technological basis. Consequently, it is necessary to circumvent the conditions of accession to the WTO, which are a bondage for the country.
Centralization and public control are prerequisites for achieving the efficiency of the banking system in terms of the needs of the economy and public interests, and the goal of monetary policy should be to create conditions for the development of the economy in achieving full employment and eliminating inflation.
Taxation in agriculture, based on the exemption of differential income equalizes the starting conditions of all subjects of land use, forms a competitive environment and provides an opportunity to regulate pricing in the industry.
To ensure competitiveness of rural commodity producers and sustainability of their functioning, to prevent bankruptcy in unfavorable weather conditions, the insurance system should be developed. It should be profitable for rural producers.
The choice of mechanisms for regulating pricing in the agricultural sector is of particular relevance. The use of the policy of guaranteed prices for agricultural products will be a measure ensuring the development of effective forms of management.
The experience of developed countries in state regulation of innovative development of entrepreneurship in the agro-industrial complex industries has been studied. It has shown that in order to increase the effectiveness of the system of state regulation of the agrarian and industrial complex it is necessary to completely reform the agrarian policy of the country: full centralization of state management of the agrarian sector at the republican level; the majority of programs should be republican, the conditions for their implementation are the same, the regions are assigned a supporting and technical role; the principles and methods of work of the Ministry of Agriculture and its organizational structure with the creation of local representation are subject to change; the development of new agricultural products and services in the agrarian and industrial sectors should be carried out at the national level.
The use of research results in the practice of innovation management in the agro-industrial complex of the country and updating the legal framework for its regulation will create real incentives for the development of entrepreneurship on an innovative basis, achieving accelerated economic growth and competitiveness of domestically produced goods based on the effective use of resource potential, including scientific potential.
The new system of macroeconomic instruments of state regulation of innovative development will accelerate the development of science, its scientific, technical and personnel potential and the introduction of its results into production. Effective forms of entrepreneurship and new forms of labor organization, including integration of enterprises of related industries, will be developed.
According to the results of research will be published 3 articles in peer-reviewed scientific publications indexed by international databases, 6 articles in peer-reviewed domestic publications recommended by the CQASHE, 1 monograph, 1 recommendation, as well as articles at conferences.
The research results will be published by the project executors in collections of foreign and national scientific conferences, as well as in other scientific journals. More than 50% of the research team members will be their authors.
Information for potential users
The obtained results of the project can be used by the system of agrarian and agro-industrial complex management bodies in the development of agrarian policy and economic programs for the development of agro-industrial complex branches of the RK, amendments to the legal framework regulating the development of agro-industrial complex of the RK. Also, the results will be proposed for use in the educational process and disseminated among the general public, discussed at scientific conferences and round tables.
